WeatherRepeater

A command line program, to read the windspeed and wind direction from a Davis
Instruments WeatherWizard III [2], via a serial link. The weather data is then
forward to a UDP stocket.

The code was assembled from GPL code of the 'The HIP Weather Project' [1] and
my own netsend udp code [3]. The orignial code has been modified to build on MaxOS
10.3 and runs on 10.4 too.

I had problems making it run on linux, so the WeatherRepeaterPOSIX folder
includes linux happy serial opening code.
